Luis Dávalos assists clients with debt-related issues, working mainly in structured finance deals with different types of assets. He often participates in deals involving a public entity.

Luis currently works out of Monterrey advising clients in sub-sovereign finance deals, asset securitization transactions, and project finance deals involving development projects. Additionally, Luis advises banking and financial institutions in regulatory matters. He has also advised different government entities on the drafting of laws and regulations.

Luis began his career at Hogan Lovells in New York as an international visiting attorney after obtaining his LL.M. in Banking and Financial Law at Boston University.

Representative experience

Counsel to a chemical manufacturer for the first syndicated loan with an off-balance asset securitization of receivables component in Mexico.

Advised the state of Nuevo Leon in the creation of a payment structure for the financing of a new subway line involving the securitization of the state's assets for a Metro line.

Counsel to the state of Quintana Roo for the creation of the first strategic projects agency in Mexico (PPP agency).

Advised the state of Zacatecas for the full refinancing of the state's debt via securitization of state's assets.

Counsel to a chemical manufacturer for a bridge loan involving New York and Mexican jurisdictions for a gas storage cavern.

Counsel to different financial technology companies for the implementation of blockchain technologies in Mexico.

Counsel to different cities in financing transactions.

Counsel to a Spanish constructor in certain EPC contracts involving development projects.
