The University of Luxembourg has posted papers presented at its two-day workshop entitled "International Regulations of Space Communications: Current Issues," held May 24-25, 2012 in Luxembourg. Hogan Lovells partner Gerry Oberst presented a paper on "The EU and the Results of the WRC-12 (the space perspective)."

Gerry's12-slide presentation gives details on:

  • EU participation and Member State reservations;
  • EU procedures for participating in WRCs;
  • Particular issues of EU concern at the WRC-12; and
  • Potential increase in EU participation, especially under the Radio Spectrum Policy Programme.

In particular, Oberst points to potential increase in EU participation in the ITU world radiocommunication conferences. This activity could increase due to the European Commission becoming more involved in areas where it views the EU to hold exclusive competence due to existing legislation. Examples of such areas for the next conference, WRC-15, include agenda items on the digital dividend and short-range devices.

The workshop also included presentations by satellite operators, an ITU official, and the European Space Agency, as well as academic assessments of elements of the space sector.
