As an associate in our UK & EU Public Law and Policy team, Telha Arshad's practice focuses on the intersection of business and government and he acts for clients from both the public and private sectors. Telha has experience in contentious and advisory matters, typically acting for multinational companies but also for trade associations, governmental and public bodies, and regulators.

Telha recognises that there are often significant advantages to avoiding litigation and therefore helps clients to engage early with public bodies in a constructive and pragmatic manner. He also assists clients with policy advocacy, identifying emerging policy risks and opportunities and helping to shape governmental policy and decision-making.

Telha is a member of our constitutional change taskforce, which provides advice to clients on emerging constitutional issues of fundamental importance to business, such as Brexit, devolution and human rights reform.

While at university, Telha was heavily involved in student human rights groups, including Amnesty International and Student Action for Refugees. He has also acted for several pro bono clients during his time at the firm, including in employment support allowance appeals.

Representative experience

Advising NATS on the regulatory regime regarding airspace changes and public consultation requirements; successfully resisted judicial review proceedings.

Advising a sovereign wealth fund on its UK investment functions in relation to issues arising from the political situation in the sovereign state.

Advising a private hire vehicle operator in proceedings relating to the regulation of taxis and private hire vehicles.
