Described in Legal 500 UK as 'an excellent planning lawyer', Robert Gowing is a senior member of the Hogan Lovell's Planning Team, and has extensive experience in complex urban redevelopment and national infrastructure projects. He has a particular focus on multifaceted developments in London.

Robert works with both private and public sector clients, providing strategic advice and support from the pre-application stage through to implementation, including environmental assessments, compulsory acquisition of land, and contentious planning matters, appeals and judicial review.

In addition to holding a degree in architecture, Robert completed professional conservation training before being appointed as Head of Wall Paintings and Senior Architectural Conservator at English Heritage (now Historic England).

As noted in Legal 500 UK 2024, Robert’s unique and diverse background brings 'heritage-related experience to the team'. This enables him to provide targeted advice on the assessment of heritage impacts, including EIA reviews as part of wider landscape and townscape assessment issues. Robert is the contributing editor for listed buildings and conservation areas for the Butterworths Planning Law Service and sits on a number of conservation and heritage committees.
