Bill Ferreira provides strategic advice to recipients of government grants and contracts, including small and large businesses, colleges, universities, and nonprofit organizations.
Bill's experience covers a range of federal grants and contracts compliance and regulatory issues. A significant portion of his practice involves representation of colleges, universities, and other organizations engaged in research/development and other sponsored activity, both in the U.S. and overseas. Bill has worked with numerous companies and organizations on matters involving audits, investigations, and disputes with the federal government regarding costs and administration of contracts, grants and cooperative agreements. He regularly advises organizations on cost allowability and cost accounting; compliance with federal procurement laws and OMB Circulars; flowdown obligations; rights to intellectual property; federal information security requirements; and agency-specific policies addressing the financial and administrative management of grants and contracts.
Bill also advises clients on the drafting and negotiation of a wide range of contractual instruments, including subawards and subcontracts, teaming agreements, nondisclosure agreements, and other unique contractual arrangements. He has also assisted government contractors with bid protests and with development of compliance programs.
Bill has done substantial work on international initiatives undertaken by companies, colleges, universities, and nonprofit organizations. These projects include cross-border research, development, and consulting collaborations; performance of government grants and contracts overseas; foreign academic/research programs and campuses; joint and dual degree initiatives; international funding arrangements; and similar programs. Bill's experience includes setting up and establishing programs overseas (including in developing countries), corporate structure considerations, foreign registration and legal presence, foreign employment, contracting with foreign governments, foreign tax exemptions, and international risk mitigation.
