Tom Widor's practice focuses on white collar investigation and defense and complex civil litigation. In his white collar practice, Tom has conducted numerous internal investigations and represented clients in criminal, civil, and congressional investigations and proceedings. Tom routinely works with clients on issues involving the False Claims Act, the Anti-Kickback Act, and the Food, Drug, and Cosmetic Act. In particular, he has extensive experience with healthcare fraud and abuse matters, having represented pharmaceutical companies, medical device companies, and individual executives and employees. He also has represented clients in parallel civil litigation arising from government investigations as well as in other civil litigation matters.

Tom has significant experience with a broad range of e-discovery and document-management issues, particularly in the context of responding to administrative subpoenas, civil investigative demands, grand jury subpoenas, and other government requests for information.

Tom served as the Senior Associate in the firm's Pro Bono Department, a practice group established more than 30 years ago and widely recognized as one of the premier pro bono efforts in the country. As part of his pro bono work, Tom has been involved in litigating high-impact and individual pro bono matters on a wide variety of issues, including civil rights, housing discrimination, immigration, and wrongful convictions. Tom successfully helped negotiate a class action settlement with the federal government in a case alleging discriminatory practices by the Department of State in the adjudication of passport applications. Tom also assisted a client in exonerating him of a 1984 conviction, marking the first time ever that the Commonwealth of Virginia granted a writ of actual innocence based on biological evidence.
