Nikolay Mizulin advises clients on all aspects of international and EU trade law, with particular emphasis on antidumping, WTO Dispute Settlement, trade negotiations, and customs.
Nikolay has represented corporations in antidumping, safeguard, and antisubsidies cases before EU institutions as well as before the investigating authorities of the U.S., China, Brazil, and other countries. His experience covers all stages of the proceedings, from preparing questionnaire responses to challenging measures before the respective courts.
Nikolay was the youngest lawyer to appear before a WTO Panel and the Appellate Body. He has been involved in several high-profile WTO disputes, providing assistance to governments as well as private interests in preparing cases to be filed with the WTO. He also has extensive experience litigating such cases. Nikolay regularly advises private companies and governments in multi-lateral and bilateral trade negotiations as well as WTO accession talks. He has been recognized by Chambers Global 2009 as an "Up and Coming" lawyer for WTO/international trade matters.
In the area of customs, Nikolay has advised on questions of customs classification, duty suspension, inward processing arrangements, rules or origin, GSP matters, customs valuation, and labelling. He regularly counsels on effective use of tariff elimination or reduction programs.
Prior to joining Hogan & Hartson, Nikolay practiced at another leading international law firm in Brussels. He has also held the position of international lawyer at a major U.S.-based law firm in Washington, D.C.
REPRESENTATIVE EXPERIENCE
Successfully defended a major electronics manufacturer in the EU antidumping investigation on television cameras from Japan.*
Acted on behalf of a government in the second largest request for the suspension of concessions before the WTO dispute settlement.*
Assisted an international energy company on legal issues arising in connection with Saudi Arabia's accession to the WTO.*
Prepared a strategy to pursue in NAMA talks for a major WTO member.*
Assisted a government in a successful attempt to enlarge an EU tariff quota on an agricultural product.*
Advised a private company in the World Customs Organization discussions on the classification of a chemical product.*
