Michele Sartori represents clients facing criminal and civil investigations, government enforcement actions, and litigation against DOJ and qui tam whistleblowers. Michele also leads internal investigations and advises clients in resolving potential violations before the government comes knocking.
Michele’s practice focuses on representing clients in the healthcare space – including pharmaceutical and biotechnology companies, medical device manufacturers, and hospital systems – facing criminal and civil healthcare fraud investigations by main DOJ, US Attorney’s Offices across the country, and State Attorneys General, including investigations of alleged violations of the AntiKickback Statute, the Food Drug and Cosmetic Act, the Stark Law, and Medicare and Medicaid statutes and regulations.
Michele also has experience in the education sector, representing numerous universities facing criminal and civil investigations relating to, among other things, alleged grant application/research misconduct.
Michele has particular experience representing clients (in the healthcare and education spaces, among others) in False Claims Act FCA litigation in U.S. District Courts throughout the country. She also regularly represents clients facing administrative and state level investigations and enforcement actions.
Prior to joining the firm, Michele served as an Assistant U.S. Attorney for the District of Maryland. As a federal prosecutor, she investigated and prosecuted a wide range of cases in federal court, including healthcare fraud matters along with a variety of other white collar criminal cases. Michele conducted complex grand jury investigations, tried a dozen cases to jury verdict, and argued in the U.S. Court of Appeals for the Fourth Circuit.
Prior to that, Michele served as a judicial clerk to The Honorable Marvin J. Garbis of the U.S. District Court for the District of Maryland.

Represented major orthopedic device company in connection with a criminal and civil investigation of sales and marketing and billing practices.
Represents medical device companies in defending False Claims Act matters arising from reimbursement, FDCA promotional, and fraud and abuse theories.
Represents drug and biologics manufacturers in defending False Claims Act matters based on government price reporting allegations.
Represents universities, academic health centers, and hospitals in connection with False Claims Act investigations and litigation.
