George Carneal is the founder of the firm's Aviation and Surface Transportation practice group. During a legal career that has spanned decades, he has continued to counsel clients from a broad array of aviation and transportation sectors, including airlines, airport owners and operators, aircraft, engine and parts manufacturers, trade associations, foreign civil aviation authorities, repair and overhaul facilities and service providers. He regularly represents the interests of his clients before the U.S. Department of Transportation (DOT), the Federal Aviation Administration (FAA), the Transportation Security Administration (TSA), the Department of Justice (DOJ), the Department of State (DOS), and Congress.

Mr. Carneal's assignments include securing varied federal approvals required for the provision of commercial aviation services, counseling as to DOT, FAA, and other federal agency regulatory compliance, the defense of enforcement proceedings, aircraft and parts certification, acquisitions and financing, airspace obstructions and management, airport environmental issues, business aviation matters, and the functioning of foreign civil aviation authorities. He often teams with specialists from the firm's worldwide network to address client needs involving antitrust, corporate and finance, procurement, labor, trade, tax, litigation at the trial and appellate levels, and lobbying matters.

Subsequent to clerking for The Honorable E. Barrett Prettyman of the U.S. Court of Appeals for the District of Columbia Circuit and entering practice with the firm, Mr. Carneal took a leave of absence to serve in the office of the President-elect, as special assistant to the Secretary of Transportation, and General Counsel of the FAA.

Mr. Carneal is General Counsel of the National Aeronautic Association (NAA). He served as the President of the Aero Club of Washington, and as a long-time member of the American Bar Association's Standing Committee on Aeronautical Law. He was the 2009 recipient of the NAA's Admiral Wesley McDonald Statesman of Aviation Award for his significant and valuable contributions to aviation.

Mr. Carneal has spoken at professional programs and lectured at law schools. He was the founding Chairman of the Trustees of the D.C. Bar's Clients' Security Fund.

REPRESENTATIVE EXPERIENCE
  • Representation of foreign air carriers in obtaining the requisite authorities for the provision of service to U.S. points and compliance with federal regulatory requirements, including related enforcement actions.
  • Legal advisor to the Government of The Bahamas regarding airspace management and aviation regulatory issues.
  • Counsel to a major aviation trade association respecting corporate governance matters and its responses to proposed federal regulations.
