U.S. District Court Approves Selection of Hogan Lovells as Lead Independent Monitor for the City of Ferguson

Boston, 19 December 2017 – The United States District Court for the Eastern District of Missouri has approved the joint selection by the Department of Justice and the City of Ferguson (the “Parties”) of Hogan Lovells attorney Natashia Tidwell to lead the Independent Monitoring team for the City of Ferguson, Missouri.

Tidwell, a former Cambridge, Massachusetts police officer and federal prosecutor in both DOJ’s Public Integrity Section and the U.S. Attorney's Office in Boston, has served as a member of the monitoring team since August of 2016. She replaces Clark K. Ervin, who stepped down from the role of lead Monitor this past September.

Tidwell will head the team backed by the full support and resources of Hogan Lovells, a premier global law firm. The monitoring team also includes Kimberly Norwood, Professor of Law at Washington University Law in St. Louis and Delores Jones-Brown, Professor (ret.), Department of Law, Police Science, and Criminal Justice Administration at John Jay College in New York. Tidwell is in the process of selecting additional subject matter experts and consultants to assist in the reform efforts.

As lead Monitor, Tidwell is tasked with overseeing implementation of the Consent Decree, an agreement between the Parties that calls for a substantial and system-wide overhaul of the city’s police department and municipal court operations. U.S. District Judge Catherine D. Perry approved the Consent Decree in March of 2016 following a DOJ investigation of alleged unconstitutional patterns and practices by the Ferguson Police Department and Municipal Court.
