Craig Ulman practices primarily in the commercial area, with particular emphasis on financing transactions, Uniform Commercial Code (UCC) issues, and bankruptcy and insolvency matters. He joined Hogan & Hartson immediately following his graduation from law school. He devotes the majority of his time to financing transactions and disputes involving secured financing and creditors' rights issues, including structured financings; clearing house arrangements; bankruptcy and non-bankruptcy workouts and financing; and creditors' rights issues affecting insurance companies, including issues pertaining to structured settlements.
Craig lectures regularly on secured transactions issues, UCC Article 8 and commercial law issues affecting insurance companies. His legal publications include “Transfers of Structured Settlement Payment Rights — What Judges Should Know About Structured Settlement Protection Acts,” ABA Judges’ Journal, Spring 2005, and “Security Interests in Stock and Other Securities,” Norton, Commercial Finance Guide (Bender, 1990), Ch. 17. In his capacity as counsel to the National Structured Settlements Trade Association he was the principal drafter of the Model State Structured Settlement Protection Act, the prototype for state structured settlement protection legislation recently enacted in more than 40 states.

- Representation of secured creditors, clearing organizations, and other executory contract counterparties in airline bankruptcies, including Air Florida, Eastern, Braniff (1982 and 1989), Continental (1983 and 1990), Hawaiian, Pan Am, Midway, America West, TWA (1992, 1995, and 2001), United, US Airways (2002 and 2004), Aloha, and ATA Airlines cases.
- Representation of the National Structured Settlements Trade Association and insurance company members in Reliance Insurance Company liquidation, and Confederation Life Insurance Company (U.S.) and Confederation Life Insurance and Annuity Company rehabilitation/liquidation proceedings.
- Representation of multiple utilities and other forward contract counterparties in Enron bankruptcy.
- Representation of the Government of the Bahamas in Resorts International bankruptcies.
- Representation of issuers/originators in multiple mortgage and credit card receivables securitizations.
- Representation of multiple claimants in bank and securities broker receiverships.
- Outside general counsel to "MOST" mid-Atlantic regional ATM/debit card network.
